Is there a way to prioritize voice traffic above all other traffic AND have it always use the WAN circuit with the lowest latency (dynamically)?

You can use flow preferences to set voice traffic to a preferred WAN uplink https://documentation.meraki.com/MX/Firewall_and_Traffic_Shaping/MX_Load_Balancing_and_Flow_Preferen...

If the voice traffic is going over VPN you can use SD-WAN uplink policies which can use a configurable SLA (latency, jitter, loss) to send traffic on a preferred WAN uplink https://documentation.meraki.com/MX/Firewall_and_Traffic_Shaping/SD-WAN_and_Traffic_Shaping#SD-WAN_p...

In MX16 beta you can now also use SD-WAN uplink policies for internet bound traffic https://documentation.meraki.com/Architectures_and_Best_Practices/Cisco_Meraki_Best_Practice_Design/...
