what IOS version you are using ? you may hit with the bug CSCwi63462: Ports disabled on C9300X-NM-8Y due to hardware limitation.

Tell me one thing what SFP you are using and are you using the same kind on the other end ? C9300-NM-8X This module has eight 10 GE slots with an SFP+ port in each slot. Each port supports a 1 GE or 10 GE connection. Any combination of SFP and SFP+ modules are supported.
