Can't enroll in Android for Work

I'm trying to get the Android for Work feature setup using the Meraki managed deployment option, however it never completes. Step 1 just shows a spinnig wheel, but never proceeds past the point shown in the image. I've currently using firefox, but have tried chrome, IE 11, and edge with similar results. I've also disabled any adblockers.

It sounds like you are going to need to open a case with support.
