As I thought the default rule is allowing all traffic so creating extra rules will not have any effect. I suspect this is a Windows firewall issue and not a Meraki issue.

Umbrella to get the most benefits requires licensing. You can create an account and have it monitor your DNS request but without licensing I don't believe it will provide filtering. https://one.one.one.one/dns/ is a Cloudflare alternative.

Taking hours doesn't seem normal to me, I don't use SM for MacOS devices but when using Jamf and Intune I have found installing applications doesn't take hours. SM should be sending a command for the client device to pull down the installer and download it, now unless your internet connection is really slow this shouldn't take hours.

Are you using Cat6, Cat5e or Cat5? If it's connected via structured cabling how old is that cabling? I would suggest getting a cable installer that has a decent tester like a Fluke branded tester to have a look, it could be a crushed wire, bad resistance etc that could be causing the problem. It's not as simple as getting a link and speed negotiation.
