tested with a random app on ios 12.1 and the sleep button turns off display without a problem. still didn't wake itself up.. what app are you locking it into

you could try with the combo ( ethernet to usb adapter + usb to lightning adapter ) but even with this, sometimes it doesn't succeed.

from my experience this year, this is happening when the device is already in someone's DEP. check on ASM or VPP section of dashboard.. or try to know the history of this phone.

I do have DEP and VPP. i created a new DEP setting that show the "restore from backup" step but when i test it, i only see "restore from itunes" or "set up as new". "restore from icloud" does not appear...
