It's like too many of the new features that come out - they don't appear to have been thought through in a 'real world' scenario. What you say is the exact scenario for us, we give network access to 3rd parties for sites in very different timezones, although for me I don't think that is an issue for this particular feature as we keep control of alerting etc.
