@vassallon Yes Apple and the likes always talk about zero tough IT, that is simply not true. Someone still needs to unbox, asset tag and install any covers onto the devices. THEN you still have to create profiles and settings for the devices, obtain app licenses and the likes and if the devices are for a new area you still need a device in front of you so you can make sure things are working as expected.
