Can a port on a Z3 or MX be disabled or restricted or an interface be administered all from the Dashboard?

Remote admin is generally speaking, the whole point of cloud management. So long as the device has an active internet connection and you've got read/write access to its network, you should be good.

Yes you can disable the port  from the dashboard. (When vlans enabled is selected)
