Is this an MPLS WAN or DIA ISP connection? if DIA connection why don't you just plug the ISP's RJ45 handoffs directly into the WAN 1 and WAN 2 ports of the MX250? Assuming you're getting a single handoff for each ISP.

Do you have any firewall rules configured on the MX64w/Layer 3/2 switch which would block this traffic? Is there any host-based firewall on the server/device you're trying to reach via http? Are you using full or split tunnel? I'd try and take a packet capture from the LAN interface of the MX64w when connected via the client VPN to see if your traffic is parsing onto the LAN as expected.

I second @PhilipDAths recommendation. I've found this a lot more reliable than using a USB dongle.

Is this on an MR network or MX? If MX, what do you have the traffic analysis setting set to under, network-wide> general traffic analysis? Looks like you can also enable "hostname" analysis for MR only networks via the same route.

No, I don't believe the vMX100 can be put into HA arrangements within AWS/Azure. Why don't you set up an ELB in-front on the two vMX100's with a policy to route all traffic to one instance and then fail-over to the second if the health-check fails?

To my knowledge, there is no way to test this feature from LAN of the MX. I'd recommend hot spoting your phone and testing?

I'm not aware of a way to demote an administrator account to a guest user without deleting it and re-adding.

Take a look at the Summary Report feature - https://documentation.meraki.com/MX-Z/Monitoring_and_Reporting/Summary_Report_Overview. I don't know if you can get as granular to export a report to a specific client, however, gives you something to work with.

Are you creating a Non-Meraki peer site-to-site VPN? You're saying that the Meraki networks are the source networks and communicating with a Non-Meraki peer? The Non-Meraki peer site-to-site VPN will create a tunnel from each Meraki network therefore I'm not sure what your problem would be?

How many active users do you have behind your MX? Are you using all the Advanced Security Features? Content filtering, IDS/IPS?

This article provides some information on the site to site VPN feature. Although it doesn't help much with logging, I've never set it up however if it's not appearing within the event log of the network I'd assume you'd be able to get the blocks via Syslog? https://documentation.meraki.com/MX-Z/Site-to-site_VPN/Site-to-site_Firewall_Rule_behavior

I assume you're on about using a floating static route with a lower AD than the dynamic routing protocol that you're using to communicate routes from your MPLS to your core switch? I don't see how this wouldn't be a viable solution. You could also look at putting the MX's in an HA arrangement if you're that worried about one dying.

Meraki has a Line called "Teleworker gateway's", Z1 or the Z3 appliance - https://meraki.cisco.com/products/appliances/z3. Maybe this is more what you are after? It has a USB port to support a cellular dongle which you use to provide Internet via LTE. It's got 4 switch ports and also acts as an AP supplying wireless connectivity.
