So TLS didnt fix it, i deleted the policy and went through the steps again and followed the Steps for the Windows 7 document again and everything works now. Thanks for everyones help

i would say run the wire for the ground. better to be safe with that measure. Shielded ethernet couldn't hurt but then it raises your cost of the project a bit.
