Had the same issue as you on Mojave. But now I even can't get the profile installed. Meraki answers with Error:71 "Payload needs to be in a user profile".   According to Apple docs https://developer.apple.com/business/documentation/Configuration-Profile-Reference.pdf <PayloadScope> is optional and per default User scoped.   Have you figured out how to get this run?   This is my .mobilconfig, as you can see very simple. Do you still want to see it in SM?   There are several options, depends on your desired workflow (just to mention two :)):    - You could just unassign the device from SM on business.apple.com  - You could create an own scope for development, create a seperate DEP profile and a seperate push profile without any restrictions.   This issue could be related to the restriction "do not allow pairing" or maybe it's just the typical weird behavior from XCode, I face this issue sometimes with my private iPhone. ... I would recommend you to reach out to the support with the logs.   As mentioned above, we've been able to resolve our issue by installing the profile through m.meraki.com and additionally install the agent manually on the affected devices.   You could also try deleting the agent according to this docs https://documentation.meraki.com/SM/Device_Enrollment/Uninstalling_Systems_Manager_and_Removing_Managed_Devices#macOS   and install it again.   Is your push cert valid? You'll need to check if the agent got installed and is running correctly   https://documentation.meraki.com/SM/Other_Topics/Systems_Manager_Logging_and_Troubleshooting#macOS   We had the same issue on some of our devices, which have been enrolled the manual way.   You need to use both enrollment methods from the Add devices -> macOS page, this solved our issue. @pstokes I had yesterday an iPad which showed up as offline and activation lock enabled.   I pushed the command to disable activation lock, instructed the user to restart the iPad and he was able to enroll as expected.   Still need to figure out how to fix my problem with the iPhone as mentioned before ... It seems like I'm experiencing the same issue. User has been 2 weeks on holiday, now gets a prompt with activation lock. Have to check several things before posting more infos. I would have assume that activating the column Managed? in the Dashboard would be able to show these devices, but this "Managed" seems not to refer to the "Management profile has been removed from device"   ... We have the same troubles. We are three active administrators with full Organization access and TFA deactivated and all three have the same settings in Administrators overview.   Only one Admin is able to log in through the App, two of us are experiencing the same issues as already mentioned in this thread.   Tried on different devices with fresh installed Apps.   Two devices are an iPhone 7 32 GB iOS 12.2, another device iPhone 7 128 GB iOS 12.2   The admin with working log in runs on iPhone 7 32 GB iOS 11.3.1 ...
