MS Alert on newly connected port

We want to leave cabled wired LAN ports active and allow devices to connect to the network, but would like to receive an alert if a device connects to a port that has not previously been used. Not using 802.1x or any device authentication. Any ideas without having to send alerts to a syslog server? Basically just tell us if a device has connected to the LAN via a wired port.

Kind of a big deal

A syslog server with search and alert ability would do this easily. Why do you object to syslog? You could do this with the free tier of papertrail and alert via email or SMS or Slack, etc based on a search term indicating port up/down changes as you define it.
