We discovered that when using two hubs in a hub‑and‑spoke AutoVPN topology across different locations, the backend routing must be identical; otherwise, certain destinations will be unreachable. Some of my remote sites have unstable internet connections, and at times the tunnel to my primary hub would go down and fail to recover. The secondary tunnel did not have a full routing view of the environment like the primary hub. According to Meraki Support, AutoVPN will only attempt to recover a tunnel once both tunnels are down. I have a setup of Cat 9k Meraki all having this UDLD issue on copper ports, all connecting to C9300-48UXM and C9300-48UXM uplink to MX. 1 C9300-48UXM 2 C9300-48U 2 C9300-48P   4 of the setup are now running CS 16.9 and seems stable for the past week after i did the firmware upgrade but one unit of C9300-48P is still refusing to function properly, may need to directly link it to the MX to allow proper upgrade of the firmware. ... I may have found out something about the 1:1 NAT.  Apparently the 1:1 NAT will not even try to work if the destination is not in the ARP table of the Meraki.  And, in my case the destination device didn't seem to fill the ARP table in my short testing window.  After trying another destination device, it started working about 24 hours where it did not initially upon setup.  Very strange it takes so long to update the ARP table. ...
