The inbound firewall is controlled a little bit differently. The inbound firewall will deny any traffic that does not have a session initiated by a client behind the MX. A very important observation, the OSPF only works if you use a single LAN, that is, if you use VLAN on the MX you will not be able to enable OSPF. Another quick thing is that the MX only announces its routes, so to know the networks of another device that is part of the OSPF area you will have to create statistical routes in the MX.

Did you change your filter to include all logs? I will confess that I was once embarrassed by a client because the feature didn't work as expected. We simulated several types of attacks and none were blocked. We got to involve Meraki and it never worked as expected. So in short, the customer gave up on the product.
