Take it to Apple, but make sure it's an Apple Store not an authorized Apple repair service. Apple won't charge for diagnostics but an authorized repair service will. Or try RecoveryTool Fix Recovery.

We use a 3rd party firewall / router service. At 1st they didn't think they could help us but after further discussion they are able to handle the routing and we have communication between the old LAN configuration and our new Vlan based network

Happened twice more, looks like it is packet loss hitting ~25%. So it must be some threshold for packet loss that is sending the alarm. The ping helped, thanks everyone.
