what error the mr displays on the local page? what subnet is available on the upstream router, and does it run dhcp? you see the mr in the arp table of the upstream router? when you connect pc to the upstream router you van use the internet?

you also had already turned on dhcp snooping on your network for some time ? not sure how this works at meraki but with catalyst the switch need to see dhcp packets first to fill the dhcp snooping table. .
