In my opinion, Lost Mode is sort of a terrible design for wifi-only iPads. The device cannot get on a network it hasn't previously been on in order to receive commands.   If any network config has been removed, then you will most likely need to connect via a USB to ethernet adapter. And the various off-brand USB to ethernet adapters may not work.   We don't use Lost Mode here...we created a separate location in Meraki that we move it to where it will get a restricted profile yet still be able to get on a network to report in its location, and receive commands. ... That frees up the Meraki license but it's unclear if it frees up the license for paid apps. I've found that removing tags and letting the device sit for a while helps, but we don't always have access to the device to ensure that its connected to the network and receiving commands. We were dealing with this for a while and had to reset the device multiple times, and eventually it would go through. It seemed to like ethernet better than wireless.   As we are piloting another MDM I will say that their DEP sync is just about instantaneous and Meraki's often gets going only very slowly and requires page refreshes to feel better about its task at hand. 😛 ...
