Even when the AP port is correctly configured as a trunk and the native VLAN matches the AP's management VLAN, the crucial detail is that the SSID's VLAN tagging uses tagged traffic, while the AP's management uses untagged/native traffic, even if both use the same VLAN ID. Therefore, the AP may function fine (management), but the tagged client VLAN may still not reach DHCP correctly.

@r2kat explained the two most common cases. There is one more: If you add an older MR to an existing network, it gets the last supported version for this model also if it's older that the network version. For example: A newly added MR52 will run 30.7.1 even if the network runs 32.1.x

Compatibility is poor, especially IoT devices. You will find many devices that can not connect at all, or that can not maintain a stable connection. Do not attempt to change an existing SSID. Instead, create a brand new SSID, and migrate only those clients across that work.

When the spare comes online: it downloads the same configuration as the primary (as required for Warm Spare) it establishes VRRP heartbeats with the primary it synchronizes required HA state (DHCP leases, monitoring, etc.) it transitions into the Spare/Passive role while the primary remains Primary/Active Only now is the Warm Spare pair fully operational. Remember that both MXes must be the same version. The documentation provides all the additional details.

When the Duo login prompt appears, do not click Send Me a Push(since your new phone isn't registered yet). Click on Other options or Settings. Select Manage devices.

Based on the details you provided looks like you are trying to do 2 things 1) Change the Management subnet for the MRs/APs. 2) Assign static IPs to Meraki MRs/APs For example let's consider the current subnet for APs are 192.168.1.0/28 and you are changing this current subnet to 192.168.2.0/28. Before making the subnet changes if you have given any fixed IPs from this subnet remove it you can navigate to Security & SDWAN -> DHCP -> you can find the required details under the VLANs. Second edit the VLAN and save it with your new subnet range. Once you have configure the new VLAN, we want the APs to send a new DHCP Discover packets so either shut/un-shut the AP connected port or reboot the APs if needed. Once APs are online and Up you can navigate to Security & SDWAN -> DHCP -> VLAN of the APs -> you can configure fixed IP ( static IPs for the APs). Usually the Dashboard will take sometime to reflect all of these changes so be patience. The LAN IP addressing can change when you unbind/rebind a network from a template.

It is normal for the change to take some time to take effect. 10s is quite reasonable.
