Perhaps not the most ideal suggestion but could you temporarily move the primary MX WAN uplink to the spare MX WAN uplink just long enough to update the spare MX firmware? If I understand your explination, the primary MX is using a cabled ISP whereas the secondary MX is using the MG? Is that correct?

You might consider trying New MX 19.1.7.1 other release: fixes issue with many clients to see if it improves your throughput. I noticed an improvement on several MX75, MX95s and MX105s after upgrading to MX19.1.7.1. BUG FIXES - LIMITED PLATFORM FIXES Fixed an MX 19.1.7 regression that could result in MX75, MX85, MX95, MX105, MX250, and MX450 appliances servicing many clients to experience intermittent periods of heightened packet drops and latency. This resolves known issue MX-36338.

Obviously I can't see what hardware models you are using or your image refers to, however you can go to: Dashboard > Organization > Monitor > Firmware Upgrades to see what releases are available. The one listed Upgrade available is due to MX18.211.5.1 being the most current stable release version (or whatever the most recent release would be based on your hardware model).
