depends if you traffic stays at the stack/vlan or not. if you know your traffic flows and most traverse to another coreswitch (vlan x to vlan y) or to the cloud you are best of capturing only the uplinks.

if your services run from the cloud/dc then you would not really need qos on your switch(ofc trust dscp so the upstream device can act on the dscp values). assuming you run 1gbit to the router and the router is shaping to a lower bandwidth your switch would not have congestion.

There are only few fibre sfp that can set speed, i dont think meraki has one.. So if you want Gbit buy a Gbit SFP. SFP can be used in the SFP+ slots

yes. also with previous models and dongle. for now its best to use external 3/4G router and put it in the wan port then its also usable as active connection.

the management ip of the 350 can't route to its own svi. you need to set this to an ip and gateway in the subnet of your upstream link.
