Remove the devices from your networks and unclaim them from your inventory/dashboard. Provide the new tenants the serials from which they’ll claim into their dashboard. They’ll be required to buy new licenses.

You can make as many changes as you want in the Meraki dashboard whilst the device is disconnected but these won’t replicate to the device until it touches the cloud again

You can make minor changes to the device offline including the device ip address, subject mask and mgmt vlan. You can also amend switchport VLANs but these will be overridden once the device hits the cloud again
