Two SSID's use the same VLAN but we experience internet breakout issues on one.

Hi,

Can anyone please advise. Two SSID's use the same VLAN on our network, devices have no issues when connected to one SSID and can break out to the internet. When devices are connected to the other SSID on the same AP they connect okay but it stated "no internet". This occurs on different models of APs. It doesn't make sense as there doesn't seem to be an issue at the service provider end as one SSID works using the same VLAN as the other.

Yes, this should work. But there are also SSID dependent settings like firewall rules that can restrict the communication.

And do devices receive IPs in the same subnet after connecting to these two SSIDs?

There are other factors that should be considered despite using the same VLAN. They might be the using the same VLAN, but what about the settings? Do they have similar firewall and traffic shaping rules? Does one SSID have a splash page and the other doesn't? Are assigning group policies by SSID? Do you have Ipconfig output from a machine on each SSID?
