We have class map match defined on our Cisco router along with policy maps to allocate bandwidth. Would QoS still need to be used on the Meraki switches, or just rely on what is defined on the routers?

You still want QoS enabled on your switch stack to ensure your data is prioritized at L2. QoS prioritization isn't going to mean much on an MX/Firewall edge as most ISPs don't honor QoS tags after the demarc (with some exceptions, e.g. MPLS).

We do not use any MX/Firewall devices, we do use MPLS connections. MPLS and Internet connections are seperated via a tunnels. We are mapping VOIP traffic across the MPLS connections. We are using Sonicwalls NSA devices at the edge connection.
if your services run from the cloud/dc then you would not really need qos on your switch(ofc trust dscp so the upstream device can act on the dscp values).
assuming you run 1gbit to the router and the router is shaping to a lower bandwidth your switch would not have congestion.
