There are multiple policy group in which the google docs has been allowed, there is a Normal category in which the site is allow no layer 3/7 rule has been added, but while viewing the page doesn't get displayed.
Try a different web browser? If you have blocked youtube this could be the cause because Google services are so intertwined that blocking one can break others.
