Can we use Twinax cable as an uplink from MX 250 to MS 425 switches..?

Yes, you can uplink an MS425 to one of the SFP+ LAN interfaces on an MX250 using Twinax cabling, should be no problem, they come in 1m and 3m lengths and the part numbers are MA-CBL-TA-1M and MA-CBL-TA-3M.
