Customize iPad Settings
I read a blog where it indicated that when creating a profile for managed iPad that you could configure settings for them, but the blog did not go into detail on how to do this. My access in meraki is limited but if these features are available I could partner with an administrator to have it done.. Therefor my question is, is there a way to customize settings like making sure location services are turned on and enabling/disabling certain settings in safari like Close Tabs After One Day and Prevent Cross-Site Tracking?
When creating a new enrollment profile, I do not see any of these options.

Configuration Settings Payloads
The Systems Manager > Manage > Settings page allows you to configure the specific settings associated with a particular configuration profile. These settings and profiles can be used to ensure that your devices meet business requirements and receive the configurations your users need to work.
After creating a new profile, click the 'Add settings' option on the left to begin adding settings payloads to your profile. Profiles can contain multiple payloads at once, and multiple profiles can be installed on a device. Your settings and profiles should be tailored to how your device deployment and tag structure are organized.

You need to have Meraki Systems Manager licensing to do this and then an admin would create a Systems Manager network where you can do this.
I can't speak to each individual setting you mentioned, but those are the type of things you can do in MDM systems.

You cannot force location services to stay on. The iPads/Apple can not do this due to privacy concerns. You can turn it on on the iPads, but it can be turned off by the user.
However - in LOST MODE feature of Meraki console (like you can do for Find My Device for other Apple products with AppleID) you can trigger the iPad to lock, force the iPad to ring to help locate, and at this time you can prompt it to send GPS coordinates to help locate. This will show up on the Meraki console map.
When device is found/returned you have to turn off LOST MODE to be returned to normal functioning by user.

I only needed the location services on so that the time zone was correct. Each summer we reset all of the schools ipads for the new school year and if we don't go in and change the location services to on, then the time zone is wrong which in return causes issues for certain applications etc.
