You cannot force location services to stay on. The iPads/Apple can not do this due to privacy concerns. You can turn it on on the iPads, but it can be turned off by the user. However - in LOST MODE feature of Meraki console (like you can do for Find My Device for other Apple products with AppleID) you can trigger the iPad to lock, force the iPad to ring to help locate, and at this time you can prompt it to send GPS coordinates to help locate. This will show up on the Meraki console map. When device is found/returned you have to turn off LOST MODE to be returned to normal functioning by user.

I have the same exact problem. The "HOST" via my WiFi controller does not correlate with my Meraki console --- neither MAC address nor HOST can be matched with the info in Meraki. I belive this is the same issue reported here....

The iPads have a "lock" timeout - default 2 minutes. Find this in SETTINGS --> DISPLAY & BRIGHTNESS --> AUTO-LOCK I would be very surprised to see a way to control this with Meraki ...

Please note that if these are Apple devices they may be assigned to the meraki system in Apple School/Business Manager. The devices need to be unassigned in Apple or removed from apple school manager or they will again receive the MDM. After the device is removed from Apple School/Business Manager, it can be Restored - or have a fresh OS installed leaving no vestige of MDM.
