vpn network connection up or down alerts

Is there any way to setup a couple second delay for this?  Due to ISP's (Comcast) mostly, we get a bunch of false up/down alerts.

Would be nice where it waits say 5 to 10 seconds before alerting the connection is down on our users VPN boxes.

There is no option under the MX\Network-Wide alerts area.
