Z4C Cellular Only

Is the Z4C capable of operating only on cellular? We have a use case where we need to place connectivity in a location that only has cellular connectivity.

Yes, but the first time you prestage the unit it needs to be brought online via wired. After that, the unit can run solely on cellular even after a reboot. If you factory reset the unit though, it may need a wired connection to fetch config again.

As of 18.1 you should be able to bring a device up on Cellular primary first.  Is it recommended, not necessarily. A lot of things happen when you first power on a Meraki device, firmware upgrades, configuration etc... if the cellular connection isn't stable, it could make life harder than it needs to be.  Bringing it up over hardwire is best practice, but not a hard prerequisite anymore.
