No. The implementation team will need to let the operational team know when a site goes live so they know if ignore alerts up until that point.

The 3rd party VPNs will use the VIP and can failover between MXs. Note they can't usually failover between different Internet circuits. Also, note that running third party VPNs through a cellular gateway can be dicey.
