That example you gave is an example of something very generic, and the SNR can be low for several reasons, such as coverage problems, signal obstruction, signal absorption, or even the client's WiFi card is not so good. Which radius server are you using? NPS, Cisco ISE, Freeradius? What I can suggest is to keep your server always updated, and review which services are stopping during the problem. To be honest, it doesn't seem to have anything to do with Meraki. So it would be good to talk to a server expert.

I believe the case is that ACLs on MS are more like a standard ACL than an extended one compared to Catalyst. Personally, I still prefer Catalyst switches due to the various limitations of the MS.

Are you connected to any of the MX's WAN ports? As said, if you don't have any blocking rules configured in the MX, everything is allowed by default. Take a look at the documentation I sent you.
