As an alternative, I have been using the Azure Virtual Hub with BGP Peering lately. The Virtual Hub behaves more predictably.

I have the same problem here. I am still investigating. It seems that in the dashboard for the Meraki vMX the non-Meraki can be configured, but that the settings at the system level (Azure VM) are not accepted. After all, it is a fully secure and closed VM image

Does anyone have experience with Active/Active BGP Peering for two vMX devices in Azure? I am able to create one BGP peer between an Azure Route Server and one vMX. But not two BGP peers for active/active and redundancy. Short description: vMX1 <-> peer1 <-> Azure Route Server (ARS) vMX2 <-> peer2 <-> Azure Route Server (ARS) The problem I'm running into. The Azure Route Server has a /27 subnet, for example 10.0.0.0/27 In order for routing from Meraki SD-WAN to succeed, this prefix must be added as a local prefix on both vMX devices. And so the SD-WAN/AutoVPN recognizes two routes to the same IP prefix, but only one is used. In the Azure VM at virtual interface, Effective Routes, there is only one route to one of the vMX devices. But there should be two in the routing table to work as ECMP (Equal Cost Multipath)

Today I had the same issue. Port Forwarding UDP 500 and UDP 4500 to the inside LAN-adres of the hub will do. Advise: test your Client VPN with a iPad or iPhone. This worked for me, immediately. With the Apple clients you will see UDP 500 and UDP 4500 is okay. MS Windows has problems with NAT-T (NAT Traversal) for ages.

I case of an MX appliance on a spoke site with a cellular interface for back-up (e.g. MX67C), what is the number of links (L2)? I would say the VPN-tunnel over the cellular networks is only active at failover, so remains L2=1 (equal number of physical links). Is that correct ?
