The Z1 doesn't go EOS till July 27, 2025 - so if you had raised a support case, 80% likely they would have swapped it out for a Z4, 20% chance for a Z3. When an RMA swaps out for a model with a different licence - you get the new licence with it. How to fix - IMHO - open a support case for the failed Z1s. Get them swapped out. Make sure support swaps out the licences (sometimes they forget, so ask for this in the RMA ticket). Put the replacement Z4s into cold storage for spares.
