lots of Association failures, error codes 17 and 30

Users are starting to complain.  newly occupied building, getting lots of these failures:

auth_mode='wpa3-802.1x' 11k='1' 11v='1' error_code='17' radio='1' vap='2' channel='157' rssi='24'

auth_mode='wpa3-802.1x' 11k='1' 11v='1' reassoc='1' error_code='30' radio='0' vap='2' channel='11' rssi='61'

all windows clients, plenty of APs, so why error code 17 (Association denied because AP unable to handle additional associated stations)

I'd try turning off client balancing between APs, also WPA3 is still pretty unreliable, I often find Android clients fail to associate and then if you turn their wi-fi off and back on, it connects fine...

I will try turning off the client balancing and see if the errors at least decrease.  will come back and post if it helps or not.

so, i turned off the client balancing on the radio default indoor profile.  The error code 17 went away almost completely.  The association error code 30's are still all over the place.  not sure if the 17s went away or just changed to 30s.  no user feedback yet.
