Please help me check and advise to me, we buy LIC 3 year for MR. However when we used account admin Org ( highest level) và add license MR not complete. Attacted file is notification from dashboard meraki.

looks more like a message regarding a mx from another network in your org?
i would call support or create a case on the dashboard at help> cases.
That looks like message related with upgrading / downgrading license version.
As you may know, there are 2 types of license that Enterprise and Advanced Security.
If your organisation has been using Advanced Security license, and needs to use security features (AMP, IDP/IPS, Content Filtering and Geo IP based firewall in L7) on your Security Appliances (MX), renewing license by Advanced Security license would be the way.
In addition, one of point of license renewal is that you need to renew all of licenses by the license key, as Meraki license is managed by license co-termination which means all of licenses applied in your organisation end up at same time.

Okay, If there are MR11 which may be Pro access point related with the warning messages and upgrading license.

The MR11 is super old. The MR16 is just old.
I would go back to your Cisco partner and see if you can return the licences in exchange for buying two modern APs and licences.
You are missing out on a lot by using such old equipmemnt.
