Meracki CW9162I APs Status light is Solid Blue

Some of my CW9162I APs are solid blue and some are solid green. In the docs online Solid green is READY to go and working.  I don't see a solid blue mentioned, all I see referenced is flashing blue (updating)

I'm wondering is solid blue means there are clients connected?

Any insight into this?
