Internet blocking on SSID

I have several SSID's set up on specific VLANS, on one particular SSID I need for the clients to have LAN access only but no internet. The wireless devices pull a 10.109.6.xxx address, and the server they need to communicate with is on 192.168.9.xxx. I tried layer 3 rules like below, but when I apply this, the devices are unable to pull a dhcp address? Can anyone tell me what I am doing wrong? Thanks in advance!

Allow traffic to dhcp server and your gateway. For example 10.109.6.254 and <ip of dhcp server>

Are you saying have a separate allow rule for the dhcp server?
