Change in regulatory domain?

Currently building a new network in SLC, UT (USA). This new building has 2, 10Gb Internet circuits which work fine and are both geo-located to our area. All of the APs on 1 circuit come up fine, but if any APs come up with a public IP on the second circuit, the show the regulatory domain as being in the UK.

 

I have double checked the location and have confirmed with our provider the reported location for this circuit.

 

Any thoughts on why this is happening?
