VTP is not needed in a Meraki world as everything is cloud orchestrated.

You can control access to the Meraki cloud using Administrator accounts defined in the cloud:
Or you can use SAML and link it to an IDP such as ADFS or Azure AD.
You can use SAML roles to provide more fine grained access.
It sounds like you have come from the old world ... you are in for a big learning curve.
