Initial MS Setup - connecting to a Cisco traditional switch

I have an a 48 port Meraki MS and to initially set it up I will attach it to 

a Cisco 4510 switch. Is it possible to connect the Management port of the

Meraki to a 4510 switch port in access mode? Or is that Management port

just for local laptop to switch connectivity?

The mgmt port is just for local connection with a laptop as you mentioned if you need to give it a static in order for it to reach dashboard. Otherwise the switch will pull DHCP for its logical mgmt interface which is the common way folks deploy Meraki switches (and APs, cameras, etc).
