High rate of packet fragments
On one of my layer 3 switches, I am seeing one computer that keeps switching from 10mpbs to 1gbps. The switchport turns a dark orange color on the dashboard and reports "High rate of packet fragments" . This is a brand new computer and during the initial setup of this on another switch, I experienced none of this issue. The switch is an MS320-48 Layer 3 device.

Are there any CRC align errors, Fragments, and/or Collision on the port?
Did you change the network cable ?

I am only seeing fragments being reported. And yes I have changed the network cables from the computer to the wall jack and the patch panel to the switch.

have you declared the port speed? or is it set to Auto? try declaring the port speed to 100Mbps or 1Gbps on both the NIC and the Port of the switch.

if that didn't help check all this:
did you also try antoher wall outlet to exclude the internal-building-cable?.
does the cable test on the meraki page shows ok? and what lenght?
did you change the default mtu size under switch > switch settings?
are you able to ping with this command?: ping www.meraki.com -l 1472 -f
what is the mtu size of your clients network adapter?: netsh interface ipv4 show subinterfaces
when you plug another pc in that outlet is it working fine?
