inbound Rules

Meraki MX 

I can't seem to configure IPv 4 inbound source and destination! what are my options then? 

the outbound is configurable with the ipv4 but the inbound ?! 

i need to allow specific traffic using inbound as there is an implicit deny

In case above doesnt work for you. Inbound rules are enabled when you use no nat.(from the beta page, or contact support)

The inbound firewall is controlled a little bit differently.

The inbound firewall will deny any traffic that does not have a session initiated by a client behind the MX. This allows internal client machines to connect with any resources needed but does not let outside devices initiate connections with inside client machines.
