The access control you are showing has nothing to do with wireless.  This is the firewall access control.
If you have an MX68W then your wireless settings are on the .... wireless settings page 🙂

The page you are showing is if you are connecting to a wired port on an MX68 and you want to have a splash page before users can use the network.

Because that's how the Splash Page was designed to work on MX.
