You can create a Group policy configuring traffic shaping and set this group policy on SVI. Check the documentation:

They can both use the internet.

You can limit the speed for each user.

You cant set a limit for each vlan

How do you set a limit for each vlan?

If your question is per user in a vlan then what @alemabrahao posted

If your question is to limit the vlan itself. Then, You cant. The bw limits are for users.
