Site to Site VPN's in Different Networks

In my dashboard I have eight separate networks, all different geographic locations, all with MX64's.  I want to set up site-to-site VPN's on these but when I go to enable them, nothing shows up under Hub or Spoke.  Is there a way to do this or do I need to move everything under one network?  I'd prefer not to move anything right now.

You need to make at least 1 device a hub. Then go to another network and make a spoke and select that hub

You could also make all networks hub if you want a full mesh setup.

If you networks are in different organizations then you cant use autovpn, but you could use 3rd party vpn

I guess I'm not familiar enough (yet) about making 1 device a hub or making all networks a hub.  The networks are in the same organization just different networks.
