A few things to check:

 - Is the network you're trying to make changes on bound to a template? If so, you will need to make the changes on the template instead (which will impact every network bound to it).

 - Is your user an Administrator for the Org or for this Network?

 - Is the MX deployed in routed mode or as a VPN concentrator?

Thanks for your support.

After checked, i can tell you:

_ My network i want to make changes. it does not have any template

_ My account is master. i can configure all networks

_But the last one. How i need to check to see my MX deployed in routed mode or as a VPN concentrator?

You have the network configured as a spoke or hub - haven't you?

SD-WAN has to be enabled to use SD-WAN traffic shaping policies ...

That is your issue.  You have to enable SD-WAN to use SD-WAN traffic shaping.

Take a read over these SD-WAN instructions.  Once you have taken that in, you should be well-placed on what kind of configuration to make.

Another thing you could try is looking at other SD-WAN nodes in your organisation and see how they are set up and create a similar configuration.
