Is there a way to prioritize voice traffic above all other traffic AND have it always use the WAN circuit with the lowest latency (dynamically)?

If the voice traffic is going over VPN you can use SD-WAN uplink policies which can use a configurable SLA (latency, jitter, loss) to send traffic on a preferred WAN uplink https://documentation.meraki.com/MX/Firewall_and_Traffic_Shaping/SD-WAN_and_Traffic_Shaping#SD-WAN_p...
