Meraki AnyConnect on Logon Screen

I'm trying to get AnyConnect on my logon screen. I have updated the profile XML file below.

UseStartBeforeLogon>true</UseStartBeforeLogon

But I am unable to access the AnyConnect on my lock or logon screen. Please help.
