Meraki MX -SD-WAN

Hello friends, I have an infrastructure with mx with a security license, I need to implement SD-WAN with two VPN hubs and each one will be the backup of the other, each spoke is assigned to a hub and switches in case of failure, I don't know if this It is possible with the enterprise or security license or if the SDWAN license is necessary. If you could provide me with links to similar configurations I would appreciate it.

This is such an expansive question.  It is hard to answer given so little information.

I would recommend contacting a Cisco Meraki partner, and engaging with them around the design.
