Any idea what can be reason for this?

The error suggests that you have a configuration error in Site to Site VPN.
 
Can you share this configuration?

The error is saying one of those hubs is invalid.  Are they all correct?

I think than I fixed it before screenshot sent to you, there was a 4th entry which was not active anymore, I removed it, will try once again creating the group policy thanks for help!

I know the solution is simple : remove the "dormant" or inactive Hub(s) , but these dashboard checks are way out of control. 

 

Can't configure a group policy because you have a offline vpn concentrator ? Makes 0 sense. 

Can't configure a DHCP ip-helper if the IP is not in the routing table ...

Can't configure a syslog server if the IP is not in the routing table ... 

[...]

 

That's not really ZTP friendly.
